Why your card keeps getting declined paying for ads from Vietnam

Five things cause almost all of these declines, and only one is the ad platform's doing. Work through them in order - prepaid card, KYC and biometrics, online-transaction setting, OTP access, then card limits - before you go looking for a different card.

  • Fix it at the bank first. Four of the five are settings on your account, not on the platform.
  • If you are using a prepaid or virtual card for automatic payments, stop there. Google says it does not accept them, so no amount of retrying will help.

A declined card on an ad account is not like a declined card in a shop. Your campaign stops, and it stops at whatever moment your balance runs out - which is rarely a convenient one.

The frustrating part is that the error message tells you nothing. It says the payment was declined. It does not say which of five completely different things went wrong.

Google's own payment help page names most of them, including one that is Vietnam-specific. Here they are in the order worth checking.

1. It is a prepaid or virtual card

Start here, because if this is your problem nothing else on the list matters.

Google's payment page states it directly: prepaid cards are not accepted for automatic payments. Not "sometimes declined" - not accepted.

This catches a lot of people, because the cards that come attached to payment accounts and most virtual-card apps are prepaid products. They look like an ordinary Visa or Mastercard, and for the purpose of automatic ad billing they are not treated as one.

If that is your card, retrying it in a different browser will not change the answer. Where your account offers manual payments - you top up before the ads run, rather than being billed after - a prepaid card may be usable there instead. That is the route worth trying, not a tenth retry on automatic.

2. KYC and biometric data at your bank

This one is specific to Vietnam and it is recent enough that plenty of people have not done it.

Google's guidance says: complete your KYC verification and update your biometric data with your bank - a requirement for all cardholders in Vietnam since 1 January 2025.

If your bank has been prompting you to re-verify in its app and you have been dismissing it, that is likely your decline. It is done in the bank's app, not in the ad account, and no setting on Google's side substitutes for it.

3. The card is not enabled for online international transactions

On most Vietnamese cards, paying in a local shop and paying an international website online are separate permissions. A card that works fine all week at home can be blocked the moment a foreign platform charges it in USD.

Google's page says to activate the card and enable it for online transactions through your bank's website or application. This is a switch you flip yourself, and it is off by default more often than people expect.

4. You cannot receive the OTP

The one-time code goes to the phone number registered to the card, which is not necessarily the number in your hand today.

If you changed SIM, moved the number to another provider, or registered the card years ago with an old number, the code goes somewhere you cannot reach and the charge fails with no explanation. Update the number at the bank before you try again.

5. A daily or per-transaction limit

The last and most easily missed. Cards carry limits per transaction and per day, and they are often set low by default on cards not intended for international use.

An ad account that bills you in larger amounts as spend increases will eventually hit that ceiling - which is why some accounts pay fine for weeks and then start failing. Ask the bank what the limits are and whether they can be raised.

What Google actually accepts

Per the same page: Visa and MasterCard credit cards, and debit cards carrying the Visa, MasterCard or China UnionPay logo. Which payment methods appear for you also depends on the country and currency on the account, and the page has its own country dropdown - select Vietnam to see your list rather than the default one.

The order to work through it

  1. Is it prepaid or virtual? If yes, switch to manual payments or use a different card.
  2. Has your bank asked you to redo KYC or biometrics? Do it in the bank app.
  3. Is international online payment enabled on the card? Turn it on.
  4. Can you receive the OTP on the registered number? Update it if not.
  5. What are the daily and per-transaction limits? Raise them if they are low.

Four of those five happen at your bank. That is the useful thing to know, because most people spend their time in the ad account's billing screen, which is the one place none of these can be fixed.

If the card is not the problem

Two other things stop a working ad account from here, and both look like a billing fault when they are not.

On Meta, the billing model is decided by the first payment method you ever attach, and in Vietnam that same choice settles whether Momo and VNPay are available at all - see the Facebook ads payment choice you only get to make once.

On Google, an account with a perfectly good card still stops if advertiser verification is not completed inside its deadline. That deadline cannot be extended, and Google says review alone can run long - see the 30-day clock on your Google Ads account.

What not to do

The workarounds that circulate - registering the account through someone abroad, a card in another person's name, a company that exists only on paper - move your billing onto an account that is not really yours. They work until something needs verifying, and verification tends to arrive at the worst moment, with your spend already on the account.

If a route is closed by rule rather than by a setting, treat it as closed and find one that is open to you. That is slower and it does not stop working later.

Where I would not use this

  • Anyone whose ads are already running. This is for accounts that cannot get a payment method to stick in the first place.
  • Advice on getting around a country restriction. Where a card is refused by rule, there is no configuration that fixes it, and the workarounds put your money on an account that is not really yours.

Common questions

Why is my prepaid or virtual card declined on Google Ads?

Google's payment help page states plainly that prepaid cards are not accepted for automatic payments. That covers most virtual-card and prepaid products, including cards issued alongside payment accounts. They may still work on manual payments where that setting is available to you.

Do I need to do anything with my bank before paying for ads from Vietnam?

Google's page says KYC and updated biometric data with your bank has been a requirement for all cardholders in Vietnam since 1 January 2025, and that the card must be activated for online transactions through the bank's website or app. Both are done at the bank, not in the ad account.

My card works for local shopping but not for ads. Why?

Domestic use and international online use are separate permissions on most Vietnamese cards. A card can work perfectly in local shops and still be blocked for an international online charge until you enable that setting with your bank.
