The Facebook ads payment choice you only get to make once
Meta decides how your ad account bills you based on the very first payment method you attach, and you may be locked into it. In Vietnam that one decision also settles whether Momo and VNPay are ever available on that account.
- Decide before you create the account, not after. Country and currency have to be Vietnam and VND at setup for the local methods to appear at all.
- Check whether your card even supports recurring charges first. Meta's automatic billing path is conditional on it, and that is a question for your bank, not for Ads Manager.
Most guides to paying for Facebook ads from Vietnam list the payment methods and stop there. The list is the least interesting part.
The interesting part is that Meta's own help pages describe a decision made quietly, once, at the moment you create your first ad, and then very hard to undo.
Two ways an ad account bills you
Meta runs two billing models.
Automatic billing means you spend first and pay after. Meta charges the card on file each time your unpaid balance reaches a payment threshold, and bills whatever is left on your monthly bill date. It is convenient, and it means your ads do not stop while you are asleep.
Available funds means you pay first and spend down. You add money in advance and Meta applies it as your ads run, deducting daily. There is no payment threshold on this model, but Meta says it may cap how much you can add at once, and top-up minimums apply.
Neither is better in the abstract. They fail in different directions: automatic billing fails when your card is refused, available funds fails when you forget to top up.
The part almost nobody mentions
From Meta's billing page, near enough word for word: the type of payment method you add when you create your first ad determines your payment setting.
Add PayPal, or a card your bank allows recurring charges on, and the account is set to automatic payments. Add a local manual method, and VNPay is named in Meta's own list of examples, and the account is set to available funds.
Then the sentence worth pinning up: you may be locked into one or the other, depending on what you chose when you created that first ad.
Meta does describe a newer arrangement where one account uses both. The same page opens by saying that one is being gradually rolled out and may not be available to you yet. Plan as if you get one.
What Vietnam actually gets
Per Meta's Vietnam page:

Two conditions sit on the local pair, and both are absolute:
- The ad account's country must be Vietnam and its currency must be VND.
- You can only add a manual method if you choose one when you first set up the account.
So an account opened in USD has no route to Momo or VNPay. Not a support ticket away. The page simply says the option will not be available.
Rule out the card question before you choose
Notice the condition tucked into the automatic path: your bank has to support recurring payments on the card. That is a property of the card and the bank, not of your ad account.
This is the same ground as the other platform. The reasons a Vietnamese card gets refused by an ad platform are mostly settings sitting at your bank, and prepaid cards are a separate problem again. A small trap on iPhone
If you top up available funds inside the Facebook or Instagram iOS app, Meta says the charge goes through the Apple App Store, which keeps a service fee on the total before taxes and local fees. Meta says that fee does not apply to top-ups made in Ads Manager, Business Suite, or a desktop or mobile web browser.

How to decide, briefly
Two questions, in this order.
Can your card take a recurring international charge? If it cannot, you are on available funds whether you like it or not, so open the account in VND and set up Momo or VNPay deliberately rather than discovering it later.
Do you want your ads to stop when the money runs out? On available funds they stop, and for anyone testing on a small budget that is a feature rather than a fault. On automatic billing they keep running and the bill finds you afterwards.
Still unsure, weight it toward available funds in VND. It is the option you cannot add later, and the one that puts a hard ceiling on what a mistake can cost you.
What not to do
A market for ready-made ad accounts exists precisely because this decision is hard to reverse. Renting or buying one moves your spend onto an account registered to somebody else, with their documents behind it. That holds until the account needs verifying, and verification tends to arrive with your money already inside it.
If the account you have is on the wrong billing model, the honest fix is a new account set up correctly, not somebody else's.
Where I would not use this
- Agencies running client accounts they did not create. The setting was fixed by whoever made the account first.
- Anyone looking for a way to switch an existing account from card to Momo. Meta's own page rules it out, and the people who offer to do it are selling you someone else's account.
Common questions
Can I add Momo or VNPay to an ad account I already have?
Meta's Vietnam page says you can only add a manual payment method if you choose one when you first set up the ad account, and only if the account country is Vietnam and the currency is VND. If your existing account was set up with a card, that door is closed on that account.
What is a payment threshold, and why do I not have one?
On automatic billing, Meta charges your card each time your unpaid spend reaches a threshold, so you are always paying in arrears. Accounts on available funds have no threshold at all - Meta's page says it simply deducts from money you added in advance.
Does it cost more to top up from the Facebook app on an iPhone?

There is no universally right answer, and the honest version is that it often is not yours to make - if your bank does not allow recurring charges on the card, the automatic path is closed and the decision is already taken. Rule that out with your bank first.
